I've heard of a place where you can catch glittering/red pok�mon only! Is that true? And if it is, where is it? There should be pok�mon at a very high level...

This is bogus. No such thing as what you are talking about. Shiny pokemon are VERY rare, and appear randomly anywhere.

the highest level pokemon you can find in the game is level 51
