Where the beep do I find him?

You find lugia in the whirl islands ( inbetween the 5th gym city and the 6th)

ohhhhh, just wondering here, where do i find whirlpool?

i think you get it after you beat the elite 4. i cant remember but i think thats where.

Na dont worry I got whirlpool now. What level is it on and do I need a special ball to catch it?

level? and i use ultra balls 2 catch it. or master balls depending on how many i have.

level, as in lvl 50 or lvl 8.

He's level 70 in Gold, and level 40 in Silver.

In Gold, you have to obtain the Silver Wing in Pewter City, which is accessible after you beat the E4.

Out of the four islands, I think you have to take the northeast one... Closer to Olivine City. And then follow that. Save in front of him, he's a sprite.
Use Ultra Balls. Try to avoid using ghost and dark moves.

REMEMBER: You need Surf, Whirlpool, Waterfall, and the Silver Wing in order to battle Lugia.

you could always save your master bal for lugia. seeing as how you battle ho-oh at such a low level. ho-oh would be easier to catch than lugia..

Correction. You do not need waterfall to get to lugia.
