Like every new game u start everyone that caught a silver Ratatta sed it was rite there. Then my idiot friend traded it into Yellow, it wasn't shiny ne more, and on top of that he started not one, but TWO new games on top of that! hehe stupid friend XD lol

shiny rattata was one of the only shinys i ever got, but it wasnt in that location, it was below violet cit, just above that cave...

They are Pokemon of a different color that twinkle when they appear in battle(like Red Gyrados)
