Well it should look a little like this.

Falkner: Roost or Aerial Ace (Top 2 I can think of)
Bugsy: U-Turn or X-Scissor (wtf, these are too powerful)
Whitney: Facade (again, wtf)
Morty: Exactly from GSC it'll stay the same (Shadow Ball)
Chuck: Brick Break makes sense (or Drain Punch)
Jasmine: It'll stay the same with Iron Tail (Anyon notice that that TM is the strongest TM that a gym leader gives out?)
Pryce: Avalanche? or Ice Beam, but maybe you can get that from the mart or something.
Clair: Dragon Claw would be the best

tbh, the gym leader set-up conflicts with the TMs. Who want to get a powerful move at the beginning of the game.

@Volke: You're so stubborn...

I think it should be like this.
Falkner: Roost
Bugsy: Silver Wind
Whitney: Return
Morty: Shadow Ball
Chuck: Focus Punch
Jasmine: Iron Tail
Pryce: Avalanche
Clair: Dragon Pulse (Dragon Claw should be available in the Dragon's Den)
Brock: Stone Edge
Misty: Dive (bringing this back would be nice)
Surge: Shock Wave
Erika: Energy Ball
Sabrina: Dream Eater
Koga's Daughter: Sludge Bomb
Blaine: Overheat
Giovanni: Earthquake

That list looks pretty good, Ryuujin. ^^

I also thought the Dive feature in R/S/E was really fun. I wish they brought it back in D/P. ._.

Dive was really cool, but wasn't it a HM? Besides, I don't think they'll give you dive if they bring back Whirlpool... (if that made any sense 0_o )

Dive sucked. It was fun going underwater, but I hated the fact that it was a HM and it was a useless battle move.

Anyway, my ideal TM line-up from the Gym Leaders:

Falkner - Roost
Bugsy - Silver Wind?
Whitney - Facade
Morty - Shadow Ball
Chuck - Brick Break/Focus Punch
Jasmine - Iron Tail
Pryce - Ice Beam
Clair - Dragon Claw
Brock - Rock Slide
Misty - ???
Lt. Surge - Thunderbolt
Erika - Energy Ball/Grass Knot
Janine - Sludge Bomb/Toxic
Sabrina - Psychic/Calm Mind
Blaine - Flamethrower
Blue (shouldn't they call him LeafGreen this time?) - Earthquake

That would be ideal. Although I would like to obtain some of those TMs a little earlier. Perhaps two of each TM can be found in the game.

Don't mind him.

Probably Water Pulse. Or to be updated, Brine.

Also, some of the Kanto Gym Leaders didn't give out TMs...

Misty Could give out Rain Dance as well, although you can buy it in the mart.

I think I like Volke's list more.

I only knew Janine gave out Toxic and Erika gave out Giga Drain. None of the others would give you a TM.

Aside from any plot or consistency changes, I don't see that many changes occuring here. The Gym Leaders in Fire Red and Leaf Green didn't change from the Red and Blue originals as far as I can remember. Some moves were changed, the Elite Four's Pokmon had levels reduced by two for the first round, and then you have the rematches, but that was about it as far as Trainers go.

Volke: No, Blaine will still be Fire Blast, I bet. Flamethrower will probably be available at the Goldenrod Game Corner (a homage to the man that stood outside it in Crystal).

UPDATE: This is probably the time for me to release my ideal list for when the Gym Leaders are rematched. I drew this up for an old ROM project:

I think the elemental attacks (Ice Beam, Blizzard, Thunderbolt, Thunder, Flamethrower, Fire Blast) and Psychic should be available at the Department Store. If not, then I suppose the Gym Leaders should give them out. I never liked the Game Corner. Not that I was unlucky there; I just think it's kind of unnecessary when there's a department store 1 block over.

I like it. You can't buy Pokemon at a Department store.

Hmm, well, if they keep the cell phone, then the chance is low. But if they get rid of it (which I'll get p*ssed over), then they'll probably make it. Or, they might have the trainers who want to talk to / fight you go to a place like that. There are a lot of possibilities, so don't think too much about it. You'll just end up overthinking and complicating things. You'll confuse yourself.

TO bad in Platinum the Gym Leader Rematches, the lkeaders had 5 pokemon. WHo knows though, it's a great way of training your pokemon.

I'm not keen on Claire, a Gym Leader, having a pokemon such as Lati@s on their team. Seems kinda cheap and doesn't fit well IMO. I know there's not a lot of Dragon-type pokemon, but just give her:

Dragonite
Salamence
Kingdra
Altaria
Flygon
Dragonair/Garchomp
