hidden power says power of move depends on the pokemon, so if you put it on a strong pokemon(mewtwo for instince) will it be an effective move?

you are thinking of secret power that si the one with terrain. hidden power says varies on pokemon.

Hidden power depends on what type of pok�mon you have it with and what the terrain is.
