So, you can still catch Lugia in Leaf Green. You just need a Mystic Ticket. He may have caught it in Silver as well.
My first was Articuno.
After that, Mewtwo, then Moltres, the Ho-oh, then Lugia, then Zapdos, then Deoxys finally.

I thought he was talking about pokemon silver because he put silver in his post and you can't trade a Lugia from silver to leafgreen.
