Suicune:put in ice beam,calm mind,surf and water pulse
Togetic:put in ancientpower,metronome,wish,water pulse or shadow ball or shock wave or flamethrower

rain dance <-- ... no fire type's gona rock up against suicune, and electric types are almost always faster than suicune, and thunder is such a popular move (on a strong sp poke) that most suicunes hardli ever learns rain dance COZ THEY GET PWNED BY IT... -_-"
