use projectiles and if u have any moves that "shoot" use em

you have to beat the game first then go back to that level and versus him and kill him with your team leader then he might join

But I already tried that with Moltres, and it didn't work =( I've beaten Moltres 4 times already in total. And isn't it the same for all the legendaries?
