No, the entire tower has more than 30. The mid has 10, including Rayquaza's floor.

Sky Tower has 25 floors, a rest area, then 9 floors with Rayquaza at 9F. I got this from the guide.

I kinda beat the game a little bit ago and by the by how do i get Wyvern Hill and a water type friend? ((I didnt have a starter water or partner))

You get Wyvern Hill by getting a certain friend area. If I'm not mistake, I think it was the friend area Dragon Cave. You get it as a reward from a random rescue mission. It's the one where you escort a Phanpy to it's friend in thundercave? I'm not sure, but it's an easy cave, so you shouldn't have any trouble. And you g et a water type friend from, uhh. Well, I can't help you there.
