where and how do i battle rayquaza?

Rayquaza: Sky Tower, Summit Floor 9. Clear 25 Floors before facing the Summit. Then save, and finally clear another 8 to go to Sky Tower Top and fight Rayquaza

After the mission to find Xatu you get to go to Sky Pillar and youhave to go through like 18-20 floors(counting the peaks)before you fight him.

You need fly to get there, how do you get Fly?

Fly can be found on 30F Wyvern hill, Keyed Chamber

You battle Rayquaza at Sky Pillar and there is 25 floors and 9 more floors at the top. There you will face Rayquaza. And you get fly at Wyvern Hills floor 30 and you need 3 keys! Hope i HELPED!
