Though I'm not completely sure, I believe that all starters has about the same speed of leveling up. The problem is moves. I suggest your partner being Pikachu for Discharge, and the leader being a Pokemon of your choice.

I started with picachu and charizard, they level up pretty fast.

I would have to disagree with the fact that starters level up at the same time mine are three levels apart and they are both always with me.
