Is it possible to use the wondermail generator to make a mission for celebi then after you doi you go back and recruit him?

I finally got my WiFi fixed, so I was able to get the Celebi mission. I am so glad I got it fixed before September.

Celebi was not going to join your team from this mission. The mission makes Celebi available out in the wild. Without this mission Celebi was Time exclusive.

You can go without them since Celebi's base recruit rate is quite high compare to most Pokemon. Anyway some boosts doesn't hurt.
