Your Starters can be evolved when you get Manaphy, Unlock the Marine Resort(Do a few missions after getting Manaphy), and recruit both Dialga and Palkia. To evolve an Electabuzz, you need a Link Cable and an Electirizer in your Treasure Bag, and the same with Magmar, except with a Magmarizer instead of an Electirizer.
