It's near the hotel gate.

And it's not an essential element in the game. The reward for giving it to the lady is a Lava Cookie. Yay <_<

its like...u know what look in the walkthrough section for the game.there is only one english one and it helped me.i know i saw it there.

After beating Crasher Wake in Pastoria City, you shall see a Team Galactic Member somewere near the Gym. Talk to him then he'll run away,follow him until you he faces you in a battle. Then Cynthia will appear and give you the SuperPotion.
