Also, you just contradicted yourself. Manaphy and Phione are NOT exceptions. You can use Heatran, the trios, Cresselia and Regigigas all in the Battle Tower.

All legendaries are NOT over Level 50. Dialga and Palkia are met at Level 47.

Rotom is a legendary is there is legendary music and can only be obtained once so it is one of a kind and rare.

Eh...He is not a legendary. Just because he has the music and appealing opening used for a legendary, doesn't mean it really fits for the status of "rare". He is a really weak rare to begin with and I guess hardly used in the process of battling. Though he is one of my favorite Pokemon right now. He is not a legendary. Sorry to say...

I say that rotom is a legendary, because it plays the legendary music when you battle him, een though his stats and moves wouldn't show that hes a legendary.

Rotom is not a legendary because:
1. Its low level.
2. How easy it is to catch.
3. It doesn't learn powerful attacks such as spacial rend or roar of time etc.

I think Rotom isn't a legendary. It's just, rare, and like shadow333 said, it's easy to catch. Even though I killed it lol.

in pokemon batttle revaloution rotom is the most common pokemon so i vote no
