I should be able to catch Palkia at Spear Pillar, but the 2 Galacticas in front and Jupiter, Mars, Cyrus won't talk or challenge me, so I can't proceed to catch Palkia. Does anyone know what to do?

Did you use an action replay, gameshark or any other cheat device.

Not here, I used it earlier in the game though. When I arrived at the Pillar, I played the Azure Flute, the stairs and I caught Arceus.
Is there some workaround?

no there is not unfortunately as you need to beat team galactic.

you have to catch palkia before you catch arceus.
