All you need is a Regigigas from D/P in your party and you'll randomly encounter them in the wild.

Actually, it says you need a special Regigigas as the three other Regis can't be found through normal gameplay.

...Well, you can go back in time. Fly to Japan, go see the movie and mystery gift the Regigigas to your game.
Or, you can go the Pokemon Trading Forum and ask if someone has it. I doubt many of them will be truthful as most will probably be poor hacked representations of it.
