How do you catch Mantine? I know you must catch 2 remoraid and 2 octillary, but where do you find Mantine, is it over/under water and how big is it's underwater circle, and is it in deep(dark blue)

Mantine is located in the Marine Challenge ofcourse. He requires 8 loops. He appears after you catch three or five Remoraids. His location is Exactly North of the tower that is in the middle in the dark patch of water just under neath the rock that is above the dark patch of water. That is where I caught my mantine. you have to catch 2 or 3 Remoraid, and then look up above the lighthouse thing, and you should see a big deep circle. Mantine is very easy to capture, so once you find him it will be no trouble.

the guide book said that mantine would appear if you catch 5 remoraid..dunnoe if its true or not.. since i had never ecounted a remoraid before..

That is true, he will appear sometimes between 3 to five remoraid catches.
