Yes they can. Except for those who don't evolve, those who require stones to evolve, or those who require to be traded to evolve, there's no reason why a Pokemon can't be evolved with Rare Candies.

I've been told that htere is a cheat to get unlimited Rare Candies in Pokemon Red, without using a gameshark or whatever. how do i do it?

you have to use the missingo cheat. Put rare candies in the 6th item slot, go to cinnibar then surf up and down on the side where you get missingo, u get 99 rare candies
Works for all items, except ones that cant be thrown away

Yes are candies cna evolve pokeomn , but i think they liek yuu less i heard a rumor but thats a rumour so the answers yes
