Two options.

1) Buy an Action replay or GameShark.
2) Trade over form Pokemon Colleseum.

There are not 2 options there are 3:

1. Get a Gameshark or Action Replay
2. Trade it over from Pokemon Colosseum Bonus Disc
3. Trade if over from the PAL version of Pokemon Channel.
