you have to catch a feebas and evolve it...
to evolve a feebas mahe this:
max out the beauty of feebas and level up it

yeah, but use good pokeblocks or it will get full and not have full beauty, thats what happened to me.

Get a quiet feebas and make pokeblocks out of wiki berries feed the feebas until it says the beuty won't go up and then level up the feebas.
