its like the legendary dogs in silver,gold, and crystal. u have 2 wander around in the grass or surf after u beat the elite 4 and hope it shows up eventually. it will run so use mean look or put it 2 sleep and bring plenty of ultra balls or just use ur master ball on it since u can catch groudon and rayquaza without the master ball.

Its ok to let it leave the battle because when you have encountered it once you can go to your pokedex and it tells you what route it is on, but if you aren't already on that route and you go to that route, i am pretty sure that it will have moved.

It can take from afew hours to afew years. Just depends on how lucky you are.
