No, It's a random thing that only appears when a secret number matches your Trainers ID.

yeah, it's so rare, I havn't even had it happen to me, Wynaut's are the only pokemon on the island, there's a lichi berry on the island, and there are rumors that there's a hidden master ball on the island.

no masterball can be found on mirage island.
according to serebii.net mirage island will appear if one of your pokemon's id number matches the lottery number. so your chances are 1/99

I think you need a Mirage sensitive Pokemon and talk to the man in Pacificlog Town that normally says "I can't see Mirage Island today...". I think Wynaut is a Mirage sensitive Pokemon.

Nope. you have to have one of your pokemon's ID numbers match the lottery number for that day.
P.S. I think all the numbers have to match so the odds are actually 1/100,000

The ID numbers go from 00000 to 65535. And I don't think it has to do with the lottery.
