Yes you can, grab your Pokemon Colosseum and a GameCube / GameBoy Advance cable --- Trade them, if not then try using a Game Shark or Action Replay.

Or, complete the Hoenn Dex in Pokemon Emerald, then go to Birch's Lab and pick either one of the Johto starters, then trade it to Ruby.
