Cradily and stockpiling the power

I want a pokemon and i got it, its Cradily. I learned him swallow and spit up, but these attacks r not working for me. It always fails, and i checked descriptions again. It seems like it needs to stockpile power, cuz it says that Cradily needs stockpiled power to use them. How do i stockpile power, and how i can use my favourite pokemon's attacks? plz help
