It's in Farllabour Town...go to Fossil Maniacs house then talk to his little brother near the entrance to a cave..
Mewtwo can be obtained through trading from Fire Red or Leaf Green or by cheating
Mew is only in Emerald and he can be obtained through cheating aswell

Yea, i spend like, 43 minutes finding one. But Chimeco is even rarer because i've NEVER seen one in the wild.
