Close. It's latios/latias. Bc I said "I'm 'anywhere' I please", but the dogs can't go anywhere, well, not in the water, Latios/Latias can. A small clue that is almost unnoticable.

this is what i mean, let me explain reasoning:
dogs can roar

difference being: if we trapped lati@s, they can't escape, where as the dogs are LITERALLI a ONE TURN CHANCE CATCH... we do tell ppl to walk around with high leveled poke with sleeping move to put them to sleep and so on... but thats a LONG shot, and the next time you'd encounter them is friggin million miles away...
=S and the dogs where everywhere in Jhoto, the fact that they appeared in kanto was a bit stupid (oh! they got lost coz they run so fast XD)

i found my second (of 3) raikou in the >WATER< on the way to the power plant so thats not really a clue because its wrong (i was surfing down that long strech of water)
