we all know what ev's are, a monkey can learn you ******. now if you truly think I, the great leader of team untouchable does not know, you are a dumb ****.
they are values you get when you battle, you can get between 1 and 3 evs for any stat for each battle. once you reach 4 evs, you get one extra stat point for whatever stat you got the evs in.

... erm... and it isn't drake from the hoeen region incase you were guessing him... drake poped out of no where and they've yet to include him into the anime and make up a story for him yet ^^" ... but the identity of Lance's father has been hinted very strongly since Lance first appears =D...
it's only speculation at this point (it's a major selling point for most pokemon story telling merchandise like games n the tv show...)
remember what the rocket scientist said after he gives you the sapphire plate in the nature versions??? it totally shocked me becoz it never occured to me that it was possible... check your fame checkers, i think you'll be just as shocked as me (argh~ stil can't bring myself to say it, on the anime series if you looked closeli... the lake rage episodes when Lance first appeared... ... ... if you saw that episode ask yourselves: who does he look like if he had a comb over =D ???
