After you defeat Norman, go to Wally's house next door and his dad will give you HM03.

You said you beat Emerald, right? 
Anyway, go to Route 120 and there will be a bridge. Steven will be on it. Then you will battle a Lv30 Kecleon. Easy. Catch or defeat it. Then Steven will give you the Devon Scope to get past the Kecleon blocking Fortree gym.
