No, you can not go to the moon. Latios is in variable routes in Hoenn and he moves every time you move from route to route, enter a building, etc. You need to track him down.

i would also suggest a Pokemon that would keep Latios from escaping, this way it makes it easier to catch. But when you find it just remember that it is on level 40.

this is what i did, i got my crobat that new mean look and was at level 50. i went to a cave near a patch of grass. i walked in the cave, then out. checked my pokedex. and repeated. this took me a few days before i actualy found it. when i did find it i use a super repel and walked around in the grass unbtil i started to battle. i then used mean look swithsehed out my golbat for my huanter and use hypnosis. then swithced for blazekin and gt it down into minamil HP. i then used ultraballs to catch it.(it does not have to stay asleep!)
then it was mine. so do that and you will eventually find the pokemon.

Also, if you miss Latios the damage will carry over to the next fight, making it easier to just catch it.

To answer yor question from before, I eamnt that use a Pokemon with a special abiltity that allows you to keep Latios from running away. I am not sure which Pokemon have that ability, but I know there are Pokemon like that

Couldn't use Arena Trap. It doesn't affect those who Levitate.
Use Wobbuffet's Shadow Tag or Sableye's Mean Look. Those are the most effective.

Sableye is the best, though. It's a Dark-type, and all Latias will use are Psychic attacks.
