If you want to do it the easy way, go to shoal cave and when it is not flooded go to the icey part and you can catch snorunt there if that doesn't work try acucey lakefront, which I believe is on route 216-217.

It depends on the time of the day, so just keep checking and you will finally see its not flooded.
