has anybody else noticed the imbalence in kanto?

After you progress through Johto leveling your team for the pokemon league, you need the same high level team to take down the gyms and random trainers, but the same team is almost too powerful to catch any wild pokemon.

That's why you've gotta get weaker Pokemon to catch wild Pokemon with. Or you could give one of your party a move that affects status.

By the time you get to Kanto, you can buy Ultra Balls, which are extremely likely to catch low level Pokemon at full HP with no Status effect. Therefore, there's no need to weaken them.

Wouldn't it be a little boring to have the gym leaders be at lv. 20 though? Besides, it's not like Johto's Pokemon aren't underleveled too. Although I agree that it's annoying to have to fight some guy with a level 50 Beedrill while training my new Tengela or something like that.

True enough, and I'll go with what the others said. Personally? I think the gym Pokemon's levels should have been even higher to keep up the challenge. This is where EXP share comes into play~

Although I did notice this back in the G/S/C days, I was never really that bothered, to be honest. I never caught and trained any pokemon at that point as I felt it was simply too late in the game.

As for HeartGold and SoulSilver, I'm of the same mindset, even though I haven't reached Kanto yet, and won't for a while, I already have six pokemon at most of them definitely aren't going anywhere.

By the time I get to Kanto, I've already gotten my team that I plan on using or I just cart over Pokemon from another game. The only Pokemon I feel are worth catching in Kanto are Houndour and Murkrow, which I just throw an Ultra Ball at and be done with.

Disregard my first post; there is no regular Pokemon worth catching in Kanto.
