You'll need to continously give your feebas haircuts in the Goldenrod underground. I think massages from Daisy Oak in Pallet town may also help. Enough haircuts/massages will trigger the evolution.

you could also feed the feebes a certain berry that raises its beauty level..I know that there is a certain poffin that does that I just can't remember which one.
