I don't think so. Only with a foreign Ditto and only about a 1 in 1500 chance.

you can only get a shiny pokemon by breeding a pokemon with a Ditto from Japan, Germany, wherever, just not where you live and then it takes the chance down from about 1 in 8000, when just regularly breeding, to 1 in 1500.

Dude I'm looking in soulsilver for a pichu but can't find it and since I haven't battled anyone with a pichu I can't look on my pokedex
