to increase the tempo, you need the pokemon to face where their attacks will be super effect, like elect-water-grass-rock. just use that cycle.

yep, so hopefully u've ither purified or captured enough pokemon do do that.

try doing either 4 of same type pokemon, or a consecutive type beating the next coming for maximum tempo in the box...
say you have 4 useless Zubats.. put them all in one chamber.. theres Maximum Tempo right there
if your pokemon has a type that beats Zubat, like say Zapdos, then its a perfect tempo in that chamber, just do that 8 more times and you can get Lugia Purified
