Well Mario_4_Life's question was correct. So for your question, the answer: You got to have a certian number of Shine Sprites and then go back to Delfino Plaza. Bowser Jr. as the "Blue Mario" will appear two times. Chase and defeat him until he lets go of the Rocket Nozzle first, then the Turbo Nozzle. You finally have those two.
My question: How many times do you have to race Piantisimo(the purple race guy)? If you know, just name those places.
