Um, when you say Chain Grabs, do you mean long range grabs? Or something else?

A chain grab is a term used to describe a string of continuous grabbing, pummeling and releasing [or in some cases, grabbing, throwing and releasing(in the case of King Dedede, for instance)].
However, Link has a chain grab too

you throw them then runover and catch em to throw them again also called dash throws

You don't necessarily throw them. SOme people grab, pummel, release and repeat.

its also if your using link and you grab on to the edge using his grab(Z), like a recovery.

Aether, it was a joke. He literally uses a chain to grab the edge... I think I was the only one who got it. I'm ashamed to know you all.

A chain-grab is a series of grabs in succession (you might do a move or two in between) that the opponent can not escape. In D3's case, his chain grab works on most of the characters and ends on the edge of a stage (on stages like FD) or it could go on forever against a wall (in Shadow Moses for example).

Personally I've never been able to get a chain grab to work, I throw them down, grab again, but never catch them.

Just any character, is there a specific one that is best? I've tried a few, such as Kirby, Sonic, and Dedede.

Falco's is the only one I can do but I don't its too predictable and easy to do.

On MOST of the cast, Dedede's will work. Not every character has a chain grab, Dedede does however have one.
