Well if i think a character for example, was better than a seven, but not deserving of an eight, how shall i rate them?

i prefer giving scores like 7.8, it broadens my access of numbers...

Okay I'll give some reasons. First of all, speed wins in this game. And all the top-ranked ones have that, and also have a bit of staying power and recovery. So as you go down my list you get to the more slower ones like Mewtwo and Ness or the ones with too little staying power like kirby and jigglypuff. Bowser is just too slow. Ice Climbers are....I just hate them. You knock the pink one off and the blue one is helpless. They don't particularly have a lot of power and aren't fast either. They rely on teamwork and you can easily screw that up XD. Maybe Pichu could've moved down into 6 and below but if you know what you're doing and don't get hit Pichu can be alright.

Speed isn't the only thing that wins the ability to link together moves can also win and I should know be cause i can pwn people with link by linking his bomb, boomerang, and his upward spin into one combo and finish it off with a meteor smash attack that takes them out for good. so speed falls below tactic

Yeah, the funny thing is that speed essentially equates to "the ability to link together moves," as you put it; in fact, it essentially magnifies and vastly improves upon that trait. While accuracy and mind games (what I think you refer to as "tactics") are to some degree responsible for landing those hits, it is speed in and of itself that allows one to take those opportunities and truly make the most of them (one could also argue that speed allows a player to set up these situations in the first place, thus making it a component of both accuracy and mind games). For example, a Fox who has found an opening on his opponent is far more able to take advantage of this weak point than other less speedy fighters, often with devastating results; a single connected dair, for instance, can lead to a series of drill shines to a grab-to-uair (or -bair) or usmash finisher, depending on the technical abilities of the player. Thus, while Link and other characters do have their own innate combos and strings, the speedier characters are more able to respond to and to punish openings, nearly always in a far more severe manner. As well, these "tactics" of which you speak are likewise aided by speed in that speed improves both a character's ability to set up situations in which these "tactics" would work best and the actual execution of these tactics, as noted above in the Fox example. As such, speed is a major defining tactic of a character's quality; "tactics" are moreso indicative of the quality of the player behind the character.
