is there a way toget to the top of the imperial palace besides during the thieves guild mission the hist?

Well, no. But you can get up there by using the paintbrush glitch. You can drop a paintbrush and it will stay in mid air. So just duplicate it and drop it and it will take a long time but you will get up there. And then you can jump off over the wall you can go into the other provinces. I have gotten on top of 3 of the chapels and right now am working on the Imperial Palace. Right now I have put in 5 hours and still have a way to go. One thing though, DON'T FALL OFF!!! I got way up high one time fell off and died.
