Where can you get them? Armand doesn't sell them anymore. and I don't know of any other place to buy them or find them.

Try the thieves guild fences, I think they have some. If you are fed up of getting loads though, try getting the skeleton key. I don't have the time to talk about the whole quest but see if someone else will say.

That is good. Just so you know if you get one you could have just duplicated it if you aren't opposed to a little cheating. WARNING: DO NOT dupe more than fifty lockpicks at a time, you game WILL FREEZE.
