I can't get this side quest...can you help me?

ok, you know the gorden on the bridge to west castle town? well every time
I try to give him the hot springwater it turns into normal water before I can get to him. can you help?

I'm assuming you've got the west bridge fixed right? Good. If not, pay the goron at the Malo Mart 200 rupees to do so.

If you're trying to do this by bottling some and take it to him, forget it. Can't be done that way. Instead, you have to talk to the goron outside the Malo Mart and accept what he asks you. You'll have to quickly take the barrel of hot springwater to him without getting hit. The best idea for this is to stick to the edge until you get close to the bridge then make a dash for him. Once you've reached him, throw the water over him and he'll be revitalised, open up a hot springwater stand in Hyrule Market, drop the Hyrule Malo Mart takeover donation to 200 rupees and drop a heart piece.

Isn't it 1000 rupees to get the bridge fixed, then 200 to open the shop after the hot water quest?

Oh yeah, so it is. 1,000 to fix the bridge. 2,000 initially to open the Hyrule Malo Mart then lowered to 200 after doing the side quest.
