ok first with the grim reaper you kill all the people and he will stick around....kinda pointless though but thats the only way i know how to make him stick around. the police man i dont know...the"b**t**ds you can watch to see if they come if they do delete them using move_objects on
the aspiration piont cheat is aspirationpoints 75500 or however many you want.I'm not very creative but you could start the neighborhood with a dde like Mortimer Goth and basically grow his family tree make him a rich old sim by getting him in to a good career with a lot of promotionsand basically the neighboorhood is his family....
