how do u use the connective stairs tool (eg to make stairs joining a deck and the ground) to build stairs in a house?!

I dont know if you can do that i have tried but it doent work....sorry!
My ipod is awesome i listen to it it has green day panic! at the disco fall out boy simple plan and other kool stuff.
