To get a neighbour, you must connect the game to Facebook or Game Center. The you'll be able to visit via the Party Boat

I found out if u have the game tag,u can look some of them up on the windowsphone.Thank you for letting me know though.Didn't know how and tried putting some user tags in some work some don't. ?

Oh, well the Party Boat way is easier and depending on the amount of friends depends on the amount of Simoleons and LPs you can get
