You can't wake him up until you get the mission that needs a messenger to take a letter to Paradise Island. Then you can talk to him. After that mission he goes back to sleep again forever.

Abi02: you see when you get on the fan boat you can drive under the bridge and after that keep going strait until you see dancing goher like creatures. i hope i helped!

i got problem on the Chapter 5, mission 4 which to attend the premier. i can't seem to find the right time to go with my partner. i've try to wait at there before 5pm until 6pm..nothing happened. i've tried to wait there around 8pm, also cannot. how? can anyone help me out of this? or is it anything that i've done wrong before this mission?
