The messenger to Paradise Island is the guy who's always sleeping in the University. His name is Gordy Puck. Talk to him, and he'll tell you that you aren't popular enough for him to be the messenger. You have to get your popularity up to 30, and when you do, talk to Gordy again, and he'll agree to be the messenger. You will also get a fanboat, which you use to get the Dancing Nutria. Go down the stairs outside around where the hotel is in Glasstown. There should be a fanboat there. Get on the fanboat, and go around untill you find an island with the nutrias on it. Get the one that's doing a little dance, then give it to Roxanne.

Does anyone know who the entertainment mananger for the Splicer island mission I went through time, talked to everyone, and no one could would be the mananager
