Using Shelton as an example again, hope no-one minds :P.
If the overalls weren't based on what a superstar had accomplished that year and instead focused on how good the superstar was, Shelton's Submission & Durability stats would be alot higher than what they are in the game, simply because Shelton can take a decent amount of blows, and because, having a amateur wrestling background, would also mean he would have an extensive knowledge of submission holds.
Another example is John Cena. His stats were extremely high in 08, not because if his actual abilities, but because he held the WWE Title for an extensive amount of time. This is apparent by the fact that his overall dropped to 93 in this version.
Obviously someone like Khali will never get 90 speed even if he held the WWE Title for 10 years, and someone like Mysterio wouldn't get a strength stat of 90 either, but most of the stats are based on how well a wrestler is booked, and not on how good they actually are.
