Craizen is host of the Newsletter. Meaning he compiles all the articles he gets sent by other members, put them into an order he's happy with, then he (possibly) gets another member to edit it, make any changes or suggestions, then Crai will post.
Articles are done by whoever wants to about anything they generally feel could be an interesting read. They just send that to Crai in an email and he'll make a choice if it gets included or not.
