Exactly, and chance are that they knew he was there, along with a bunch of other dangerous weapons that could be used against them. Maybe they converted it into a government facility, and repaired mg rex, i dunno.

Maybe or while Snake was in the middle east Otacon repaired it for some reason, maybe because he needed something to take on the Ray Liquid Ocelot has.

Maybe it would be good to see how they would do it although it seems like Raiden is kind of similar since he is mostly cyborg.
Edit: The release date for MGS4 has been announced, it will be released on June 12th and it has also been confirmed that MGO will be released with it.

I am sure that it will be explained, if not Kojima will probably tell us why on the MG website, capcom did that with their mystery game. Yes, I thought so too, Meryl would win. Quicker, stronger, people to back her up.

They might have a demo on the PS store when it gets near it's release date but I doubt it will get released early.
