How, by putting a new lightbar on the car?
Seriously, how is putting new lights in a lightbar "upgrading" the lightbar?

Does it change anything, though? by the sounds of things it doesn't really change much except for weight! It wouldn't really make it cooler...

Uh, slight problem...
It doesn't upgrade the car as a whole in any way. It only improves the lightbar.

Um, if you're in a high speed chase, you're probably going to have to need those things if the person is resisting arrest and causing monumental amounts of damage, it's got nothing to do with respect. Sure, you're going to need a good reason for heavier reinforcements, but it's your job to catch the offender by all means necessary, meaning at some point, in some pursuit you're going to need heavier vehicles to help you out and with a good reason it's HQ's job to send the reinforcements, not anything to do with respect.

Yes: Scrap the lightbar, as yossy said. Or at least limit customisation to it to just brighter lights or something like that. In a video game, what's a person more likely to do: a) put a nice bodykit on their car or b) upgrade the lightbar? In fact, the lightbar wouldn't be important to anyone really except if they're a cop in real life.

Yes, but insane bodykits that you wouldn't see on the car in real life make the car A LOT cooler than a lightbar. And I believe that the majority of people here would agree.
